Is that for everyone or for people who got the map packs?

Well I thought it was map pack purchase only (thats how it looked from the advert in game) but ive looked on google and it look likes its across the board. That Robert Bowling fella from activision said its all game modes on all formats and as the ps3 loosers........ sorry people cant buy the maps yet I take that to mean that its everyone.
